Assuring the Integrity of Higher Education in the Global Marketplace:
Implications of Current and Future Services Trade Negotiations

Co-Sponsored by the U.S. Department of Commerce, the Center for Quality Assurance in International Education and its National Committee for International Trade in Education in cooperation with the Office of the U.S. Trade Representative, Executive Office of the President and the Organisation for Economic Co-operation

A forum for:

  • Higher education institutions, training programs and testing providers
  • State higher education executive offices and trade departments
  • Accreditation and Certification organization
  • Ministries and Inter-governmental organizations
  • Federal agencies

Themes: The market access, or request/offer phase of the World Trade Organization's (WTO's) General Agreement on Trade in Services (GATS) negotiations is intended to promote the liberalization of member country practices that affect the flow of education services across national borders.  In addition to its participation in the current WTO round, the United States has negotiated bilateral free trade agreements with Chile and Singapore , continues negotiations in the Free Trade Area of the Americas (FTAA), and has begun new negotiations with Australia , the South African Customs Union, and Central America .  Countries including the United States have made public commitment to pursuing international trade liberalization at both multilateral and bilateral levels.  Questions remain as to the effect of these various agreements on:

  • How higher education views its evolving role domestically and internationally (complicated by new forms of education delivery);
  • Potential effects on State and Provincial oversight of higher education (in the U.S. and Canada ) and National oversight in virtually all other countries; and
  • How the accreditation of institutions and programs and the certification of professionals will be further pressed on international issues.

From the stakeholders listed above, we invite 15-20 minute presentations in case study or reflective form on the multiple dimensions of the themes listed above.  One page abstracts are due to the Center by April 18, 2003 and you will be notified soon after.  Call us if you would like to discuss your presentation: +1 202 293 6104. Presentations made at the Forum will provide the content for the 2003 edition of the Center's annual publication. If accepted, your paper will be due by the conference or no later than June 30, 2003. Manuscripts can be submitted in English in hard copy and diskette; or they may be emailed to: CQAIE@CQAIE.org
